Dr. Sanjay R Dhage, Scientist 'F' has been appointed as 'Chief Vigilance Officer (CVO)' at ARCI from 01/10/2022. The CVO is appointed to support the Director, ARCI in upholding the highest standards of integrity, transparency, and ethical conduct within the organisation. The CVO plays an advisory role to the Director on all vigilance-related matters and reports directly to them to ensure independence and objectivity in vigilance oversight. In addition to guiding the organisation on preventive vigilance, the CVO monitors compliance with established procedures, identifies areas vulnerable to malpractices, and recommends corrective measures. The CVO also serves as an essential link between ARCI and external vigilance agencies, including the Central Vigilance Commission (CVC) and the Central Bureau of Investigation (CBI), facilitating effective coordination, communication, and timely handling of vigilance cases and inquiries.
ARCI observes Vigilance Week every year in accordance with DST and CVC guidelines. On this occasion, all employees take a pledge to remain vigilant and uphold integrity. Various awareness programmes are conducted during the week, including exhibitions of photographs/posters, essay and debate competitions, and inviting slogans or captions highlighting the impact of corruption.
Distinguished experts in vigilance and anti-corruption practices are invited to deliver talks on preventive measures. The Vigilance Officer also conducts regular checks in day-to-day activities to ensure adherence to CVC/DST guidelines and to promote a corruption-free environment within the organisation.
Activities
- Timely implementation of CVC guidelines at ARCI for overall improvement of organizational functionalities.
- Preparation of Vigilance Reports and submission to CVO, DST/CVC
- Submission of quarterly report on ongoing/completed procurement contracts.
- Submission of quarterly report on complaints and vigilance case.
- Submission of quarterly report on action plan on anti-corruption measures.
- Submission of quarterly report on agreed list of group A officers and list of officers of gazetted status of doubtful integrity to CVC/CBI.
- Reporting of Private Foreign visits by ARCI Employees to DST/CVC.
- Scrutiny of annual property returns
- Vigilance clearance to the ARCI employees
- Vigilance inspection at ARCI under different categories (Regular/Surprise)
- Identification of sensitive posts & rotational transfer of officials working in such areas.

As per the CVC circulars and guidelines, the Vigilance Awareness Week (VAW) was observed from 2008 to 2014 for creating awareness to ARCI employees on anti corruption systems by displaying & reading of messages from President, VP, PM & CVC, Administration of pledge by all employees, exhibition of posters containing important quotes on anti corruption, display of banners in office campus, invited talks by prominent personalities from vigilance/anti-corruption departments.
Vigilance awareness week was observed at ARCI from 27.10.2014 to 01.11.2014. The theme of observing Vigilance Awareness Week is "COMBATING CORRUPTION - TECHNOLOGY AS AN ENABLER".
